Japanese Onions...

Had my delivery of Japanese onions yesterday...

I must say that I have not really had much success with the humble onion.  All around me other allotments display these huge succulent beasts of onions putting mine to shame.  My onions are always weedy little things which are not much bigger in size when I pull them up than they were when I planted them as sets.
This is how I planted them.  Let me know what I am doing wrong.

I scattered the sets all over the plot then spaced them out evenly.  with a stick I then made a small hole into which I planted the set, root down.  I then gently covered any visible tops that were showing with a little soil.  They are only just under the surface of the soil.  Not very deep.  I then gave them a little water to settle them in.

If anyone can give me any tips on how to grow onions please let me know.
